Enhancing GreenTech information access and interinstitutional cooperation
Problem
Currently, businesses in Lithuania face a lack of clear, structured, and easily applicable information in the field of green technologies (GreenTech). Although various sources of information exist regarding regulatory requirements, funding opportunities, and technological solutions, this information is fragmented, dispersed across different institutions, and presented inconsistently. As a result, businesses find it difficult to navigate the regulatory environment and to take advantage of available financial and technological opportunities.
In 2025, the Green Finance Institute conducted an analysis on enhancing the attractiveness of Lithuania’s jurisdiction for sustainable business development. The study highlights that one of the key challenges is the complex and fragmented inter-institutional structure. The development and implementation of national energy and climate policy are distributed among several core institutions, such as the Ministry of Energy of the Republic of Lithuania and the Ministry of Environment of the Republic of Lithuania, which collaborate with numerous other ministries and stakeholders. However, the lack of clearly defined responsibilities, coordination mechanisms, and unified information delivery leads to “grey areas” of accountability, inefficient information exchange, and limited accessibility of policy measures for businesses.
In response, the project aims to enhance coordination among institutions, improve information exchange, systematically collect and organize information on which institutions are responsible for different GreenTech areas, and clearly define the roles and responsibilities of GreenTech ecosystem participants. This, in turn, will reduce information fragmentation and increase the overall efficiency and user-friendliness of public services in the GreenTech domain.
Goal
The goal of the project is to increase the adoption of green technologies within the Lithuanian business sector by improving the accessibility, clarity, and practical applicability of related information, as well as strengthening interinstitutional cooperation.
