State Labour Inspectorate

Exploring opportunities to optimise processes and improve effectiveness at the State Labour Inspectorate

9 September 2026 - 5 March 2027

Problem

According to the Organisation for Economic Co-operation and Development (OECD), public institutions operate under fiscal constraints while facing growing expectations to deliver public services that respond to citizens’ needs and adapt flexibly to changing circumstances (OECD, Digital Government Outlook 2026). Although Lithuania performs well in data-driven public administration, its scores for proactiveness and user-driven government remain 18 percentage points below the OECD averages (OECD, Digital Government Outlook 2026). This context invites a broader question: how effectively do public institutions use their digital capabilities, quality measurement practices, organisational resources and processes to ensure that their activities respond to the needs and expectations of workers and businesses?

The State Labour Inspectorate (VDI) plays a critical role in protecting workers’ rights, ensuring occupational safety and health, enforcing labour legislation and contributing to improvements in the regulatory framework. Achieving these objectives depends on effective internal processes, decisions informed by reliable data, employee competencies, and effective cooperation with relevant institutions and other stakeholders. This project will identify existing strengths and practical opportunities to improve VDI’s organisational and operational processes.

The growing role of migrant workers in Lithuania, the adoption of artificial intelligence and legislative changes are among the developments prompting public institutions to find more agile ways to adapt and manage emerging risks. This includes making more effective use of working time, technological resources and human capital. According to VDI’s internal data and management’s expert assessment, reviewing existing processes and exploring modern solutions is an important step in the Institution‘s development.

Goal

The goal of the project is to deliver a prioritised map of improvement opportunities to help VDI strengthen its operational effectiveness, organisational adaptability and capacity to implement labour policy in Lithuania more effectively.
